SPECIAL BOARD OF DIRECTORS MEETING NOTES

The meeting was called to order at 1:33 p.m. 

 

Waterfront Festival Agreement with the Port.  This special meeting was called to decide whether our club would accept the agreement for the use of Port property for the Edmonds Waterfront Festival 2003.  Bill Toskey had looked over the agreement and suggested a number of changes.  These changes were incorporated into the revisions suggested by Doug Purcell, Karen Wiggins and Sally Hyde. These revisions are noted in the attached revised agreement.  It was moved by Vern and seconded by Carl that we accept the revised agreement.  The motion passed unanimously.  Several issues, including insurance, environmental, clean up and getting notice from the port or Harbor Square before the club would incur expenses will be reviewed as soon as possible.

 

Senior Center donation.   Rudy and the management of the Senior Center have continued their research for a social service project that would benefit the seniors most in need and would appeal to the Club.  The first recommendation for two new ovens at a cost of $9500 exceeded our budget.  Rudy and the Senior Center recommended that we support the much needed subsidized lunch program.  The Senior Center owns eight low income homes in the area and money is needed to transport the seniors to the Center for the nutrition center.  A suggested donation of $2000 to pay a portion of the transportation costs plus an additional $500 for much appreciated gift baskets to low income seniors at Christmas and Thanksgiving.  This proposal is consistent with our plan for a strengthened partnership with the Senior Center.  Pam moved, Carl seconded and the motion passed unanimously.

 

Centennial Project.  Bill Toskey gave us an update.  Danyo and Larry contracted, at a cost of $6000, to prepare the preliminary drawings that can be presented to the city of Lynnwood as part of the zoning and building permit process.  It is critical that Rick Steeves’ property that he is giving to the project be rezoned from duplex to fourplex. This also calls for a revision in Lynnwood’s comprehensive plan.  Inorder for us to proceed the club must allocate $3000 to work on a revision to the comp plan plus $350 to prepare a SEPA (State Environmental Protection Act) document.  If we don’t start now we will miss the deadline for projects to be considered this year.  This will mean a total investment by the club of $10,000 already so we can get things moving.  It is up to the Club to take on these start up costs as Steeves has cleared the property, will donate the land and will donate about $1 million for the construction.  These are front end costs that are part of a realistic feasibility study before we proceed any further.  It is possible that our total out of pocket expenses over the next few years will be $50-60,000.  Vern moved that we allocate $3500 for the comp plan and SEPA preparation.  The motion passed unanimously.
